ABOUT RUDY · OTAY MESA, SAN DIEGO · OCTOBER 2026

Rudy Flores is a Realtor® and Real Estate Strategist at Coldwell Banker West, and he works with the Patti & Jeff McKelvey Team. On this site he covers Otay Mesa, the fast-changing border community in ZIP 92154.

Before homes, Rudy worked in telecom site acquisition for about 12 years. He negotiated cell-site leases and worked through permits, zoning and right-of-way with cities and counties, more than 100 jurisdictions in all. In Otay Mesa, what sits beside a home can make a real difference to your day. That is where his background comes in.

Reading the Land Next Door

Otay Mesa is planned through the Otay Mesa Community Plan, an update of the city’s 1981 plan. Homes and industry share the mesa, so the parcel next to yours can carry a very different zone. Around Brown Field, city planning documents add an airport overlay, review areas and an FAA Part 77 noticing area. On some lots, those can change the rules on height, use and notice.

Permit and zoning work for cell sites meant asking what a zone allowed and which agency had a say. Rudy brings that same order to a home search here. He looks at the zoning next door, any overlay on the address and what the plan allows on open land nearby. Then he helps you take your questions to the City of San Diego, which gives the answers.

New homes call for a second skill, negotiation. A builder’s contract is usually written by the builder, and the sales team at a new community represents the builder. Rudy negotiated cell-site leases for years. On a builder contract, he helps you find the deposit terms, deadlines and cancellation rights and raise questions before you sign. He also flags the supplemental tax bill that often arrives a few months after closing, so it goes into your budget from the start. A real estate attorney should review any terms that are unclear.

How a Move With Rudy Usually Runs

  • It begins with the Home Strategy Quiz or a 15-minute call. Every quiz answer lands with Rudy, and he reads it himself.
  • Name the communities or streets you like. He sorts out what surrounds each one: neighboring zones, any airport overlay, truck routes and land still to be built.
  • Weighing a new build against a resale? He helps you compare the two, including the upgrades and options that sit on top of a builder’s base price.
  • Before you sign, he helps you list questions about the contract, the warranty, association dues and any Mello-Roos tax. Legal questions go to an attorney, and loan questions go to your lender.
  • He films and edits his own videos, including a walk-through of a new-home community in Otay Mesa. You can watch them on the Media page before you drive out.

Questions about working with Rudy

Can Rudy tell me how a warehouse or the airport will affect a home’s value?

Rudy won’t forecast that for any one home. He can show you recent sales nearby, point out what the plan allows next door and help you ask the city whether an overlay applies to the address.

When should I bring Rudy in on a new-construction purchase?

Before your first visit to the sales office. The builder’s sales team represents the builder, and some builders limit agent involvement once you have registered on your own. Talking first keeps your choices open.

What is Southwest Village, and can Rudy explain it?

It is a specific plan the San Diego City Council approved in July 2026. It makes room for up to 5,130 homes near the border, with retail, parks and open space to follow over many years. Rudy can walk you through what the plan describes and its schedule. He does not predict what it will mean for any one home’s price.
