- City begins updating the Otay Mesa-Nestor Community Plan for the first time in 29 years (2026) — San Diego's planning department is updating the Otay Mesa-Nestor Community Plan, the first update in 29 years, as a 30-year vision for homes, businesses, mobility, parks and open space. The schedule starts with community ideas from summer through winter 2026, then feedback on early options in 2027, a draft plan in late 2027 and adoption hearings in 2028. - Council adopts the Southwest Village plan for more than 5,000 homes in Otay Mesa (Jul 6, 2026) — San Diego's City Council adopted the Southwest Village Specific Plan on July 6, 2026. It enables about 5,100 homes on nearly 490 acres south of State Route 905 and east of Interstate 805, near the border, along with about 175,000 square feet of retail, a school, parks and nearly 200 acres of preserved open space. Tri Pointe Homes proposed the plan, which took almost a decade. Some private landowners object to the rezoning, and one has talked about going to court.
